Rajasthan Economic Survey 2022-23 Highlights

Gross State Domestic Product at Constant (2011-12) Prices for year 2021-22 is ₹738922 crore and for year 2022-23 is ₹799449 crore.

Gross State Domestic Product at Current Prices for year 2021-22 is ₹1218193 crore and for year 2022-23 is ₹1413620 crore.

GSDP Growth Rate at Constant (2011-12) Prices for year 2021-22 is 11.36% and for year 2022-23 is 8.19%.

GSDP Growth Rate at Current Prices for year 2021-22 is 19.50% and for year 2022-23 is 16.04%.

The estimated nominal GDP for All India at Current Prices for the year 2022-23 is ₹273.08 lakh crore, showing a growth of 15.4 per cent. In the same year, Rajasthan’s GSDP is estimated to contribute 5.18 per cent to the nation’s GDP. 

Net State Domestic Product at Constant (2011-12) Prices for year 2021-22 is ₹642668 crore and for year 2022-23 is ₹694771 crore.

The nominal Gross State Value Added (GSVA) at Current Basic Prices for the year 2022-23 is likely to attain a level of ₹13.11 lakh crore, as against ₹11.34 lakh crore in the year 2021-22 showing a growth of 15.57 per cent in the year 2022-23 against 18.57 per cent in the year 2021-22.

The real GSVA at constant (2011-12) basic prices for the year 2022-23 is likely to attain a level of ₹7.33 lakh crore, as against ₹6.80 lakh crore for the year 2021-22 showing an increase of 7.88 per cent in 2022-23.

Net State Domestic Product at Current Prices for year 2021-22 is ₹1084845 crore and for year 2022-23 is ₹1259527 crore.

Per Capita Income at Constant (2011-12) Prices  for year 2021-22 is ₹80545 and for year 2022-23 is ₹86134.

Per Capita Income at Current Prices  for year 2021-22 is ₹135962 and for year 2022-23 is ₹156149.

Sectoral Contribution in GSVA at Constant (2011-12) Prices 

(a) Agriculture – 29.22% in 2021-22 and 28.50% in 2022-23.

(b) Industry – 28.17%  in 2021-22 and 27.76% in 2022-23.

(c) Services –  42.61%  in 2021-22 and 43.74% in 2022-23.

Sectoral Contribution in GSVA at Current Prices 

(a) Agriculture -29.39% in 2021-22 and 28.95% in 2022-23.

(b) Industry – 27.45%  in 2021-22 and 27.31% in 2022-23.

(c) Services –  43.16%  in 2021-22 and 43.74% in 2022-23.

The sectoral growths are 13.84 per cent in Agriculture, 15.02 per cent in Industry and 17.11 per cent in the Service sector in the year 2022-23.

Population

According to population projections by the Ministry of Health & Family Welfare, Government of India, the population of Rajasthan in 2022 is 8.01 th crore and is the 7 most populous state of the country.

The state has a total of 4 Smart Cities i.e. Jaipur, Udaipur, Kota and Ajmer.

Foodgrain Production

Total Foodgrain Production for agriculture year (July-June) 2021-22 was 231.52 lakh metric tonnes and for agriculture year 2022-23 it is estimated to be 253.99 lakh metric tonnes.

Wholesale Price Index (WPI)

The general index of WPI (base year 1999-2000=100) of the state moved from 363.23 in the year 2021 to 385.45 in the year of 2022 (up to November, 2022), registering an increase of 6.12 per cent.

The Rajasthan government releases the WPI on a monthly basis. It covers 154 commodities, of which 75 are from ‘Primary Articles’ group, 69 from ‘Manufactured Products’ group and 10 from ‘Fuel, Power, Light and Lubricants’ group. 

Consumer Price Index (CPI)

Four different types of Consumer Price Indices are being constructed every month. 

  1. Consumer Price Index for Industrial Workers (CPI-IW) (Base Year-2016)
  2. Consumer Price Index for Agricultural Labourers (CPI-AL) (Base year 1986-87)
  3. Consumer Price Index for Rural Labourers (CPI-RL) 
  4. Consumer Price Index for Rural, Urban & Combined (CPI-R,U&C). (Base Year 2012)

The first three indices are constructed and released by the Labour Bureau, Shimla and the fourth by the National Statistical Office (NSO), New Delhi.

At the national level, CPI (IW) for central series is constructed on the basis of 88 selected industrially developed centers across the country, with three of these centers based in Rajasthan (Alwar, Bhilwara and Jaipur).

The general index of Consumer Price (Industrial Workers base year 2016=100) for the month of November, 2022 recorded an increase of 4.38 per cent at Alwar centre, 6.92 per cent at Bhilwara centre, 6.04 per cent at Jaipur centre and for All India 5.66 per cent increase over the previous year. 

The National Statistical Office (NSO), Ministry of Statistics & Programme Implementation releases General Consumer Price Indices (CPI) with base 2012 as base year for All India and States/UTs separately for Rural, Urban and Combined every month since January, 2011.

Agriculture

The Atal Bhujal Scheme has been running by the Government of India with assistance of the World Bank (50:50) to focus on better management of ground water as well as to prevent its reducing level. 

In the state of Rajasthan, this is for the first time a separate “Agriculture Budget 2022-23” has been presented with the thought of “Smriddh Kisan Khushhal Rajasthan”. For the year 2022-23 total agriculture budget provision was ₹78,938.68 crore.

In the year 2020-21, the state of Rajasthan has first position in the production of bajra, rape & mustard, nutri-cereals, total oilseeds and guar crops; second position in the production of total pulses and groundnut and third position in the production of gram, jowar and soyabean. 

INDUSTRIES

Rajasthan Micro, Small and Medium Enterprises Policy-2022 (MSME Policy 2022) was launched on 17 September, 2022.

Rajasthan Handicrafts Policy-2022 has come into force from 17 September, 2022 .

Rajasthan has deposits of 81 different types of minerals. Out of these, 58 minerals are being currently mined. Rajasthan is the sole producer of Lead & Zinc ores and concentrate, Selenite and Wollastonite. Almost the entire production of Silver, Calcite and Gypsum in the country comes from Rajasthan. Rajasthan is also the leading producer of Ball Clay, Phosphorite, Ochre, Steatite, Felspar and Fire Clay in the country.

Export 

According to the Export Preparedness Index 2021 released by NITI Aayog, Rajasthan recorded an Export Preparedness Score of 47.13, securing an overall 11 rank in the country. An Export Performance Pillar Score of 40.23 is recorded of th Rajasthan, securing an overall 6 rank in this category. 

In Rajasthan, engineering goods, textiles, metal, handicrafts and chemical & allied are top five export items.

Power

The installed capacity of power in the state as on 30 November, 2022 is 23,487.46 MW. 

Road

The total road length in the state which was just 13,553 km in 1949 increased to 2,78,813.23 km up to March, 2022. The road density in the state is 81.47 km per 100 sq. km of total area at the end of March, 2022.

Tourism

In the State Budget 2022-23, Tourism and Hospitality sector has been accorded full benefits of Industry Status.

To attract more domestic tourists in the state, Rajasthan Domestic Travel Mart (RDTM) has been organized from 22 to 24 July, 2022 at Jaipur.

In the 18 All India Conference of the National Legal Services Authority, cultural programs have been organized by the department on 16 -17 July, 2022 in Jaipur. 

Under ‘Azadi Ka Amrit Mahotsav’, cultural programs have been organized by the department during 1 -15 August, 2022 at all the major tourist places of the state. 

On the occasion of World Tourism Day, a cultural program has been organized by the department on th 27 September, 2022 at Masala Chowk, Jaipur. 

The World Sufi Music Festival “Jahan-e-Khusrau” was organized on a large scale by the department on 19 -20 November, 2022 at Albert Hall, Jaipur.

FLAGSHIP SCHEMES 

The state government has decided to declare the underlying 33 schemes/ programs as State Flagship Programmes.

₹1 per kg wheat: Under National Food Security Scheme, a quantity of 35 kg wheat per ration card to AAYfamilies and 5 kg wheat per unit to BPLand state BPLfamilies per month is being provided at ₹1 per kg instead of ₹2 per kg from 1 March, 2019.

Shudh Ke Liye Yudh Abhiyan: In order to make pure food commodities available to all the consumers of the state, a campaign “Shudh Ke Liye Yudh” is being conducted by the Government of Rajasthan from 26 October, 2020.

Nirogi Rajasthan Abhiyan: This Abhiyan was launched on 18 December, 2019 for the health problems and their preventives to all the citizens of Rajasthan.

Mukhaya Mantri Nishulk Nirogi Rajasthan Yojana: To expand the scope of “Mukhya Mantri Nishulk Dava Yojana” and “Mukhya Mantri Nishulk Jaanch Yojana”, “MukhyaMantri Nishulk Nirogi Rajasthan Yojana” has been started from 1 May, 2022. 

Mukhaya Mantri Nishulk Dava Yojana: All indoor and outdoor patients visiting government medical care institutions are being provided with essential medicines free of cost.

Mukhaya Mantri Nishulk Janch Yojana: All indoor and outdoor patients visiting government medical care institutions are being provided with check-up facilities free of cost.

Mukhaya Mantri Chiranjeevi Swasthaya Bima Yojana : From 1 May, 2021. It provides health insurance coverage of 10 Lakhs to the entire population of the state.

Indira Rasoi Yojana:- Launched on 20 August, 2020. Providing pure and nutritious food to the general public at ₹8 per plate.

Indira Gandhi Urban Credit Card Yojana:- ₹50,000 interest free loan is being made available to 5 lakh street vendors of urban areas.

Mahatma Gandhi English Medium Schools

Mukhyamantri Bal Gopal Yojana- Students of government schools, madrasa and special training centers will be provided milk for two days a week (Tuesday and Friday) prepared from milk powder. Milk powder of 1 kg packing will be supplied by the Rajasthan Co-operative Dairy Federation Limited to the schools at the rate of ₹400 per kg.

Mukhaya Mantri Nishulk Uniform Vitran Yojana: Provides two sets of free uniform fabric to all the students studying in government schools from classes 1 to 8th. 

Rajasthan Agro-processing, Agri-business & Agri-exports Promotion Policy, 2019: This policy focuses to increase participation of farmers and their organizations by raising farmer’s income. This policy envisaged the provision of capital subsidy to establish agro-processing infrastructure up to 50 per cent of project cost subject to a maximum of ₹100 lakh to farmers & their organization.

Rajasthan Investment Promotion Scheme – 2022: Rajasthan Investment Promotion Scheme-2022 has been implemented from 7 October, 2022 by making Rajasthan Investment Promotion Scheme-2019 more comprehensive.

Main objectives of the scheme are development of manufacturing and service sectors at an annual growth rate of 15 percent, balanced and inclusive regional development, creation of employment opportunities for 10 lakh people by 2027, additional incentives to innovative areas like green hydrogen, alternative energy, medical devices etc., and promotion of environmental protection efforts.

Mukhyamantri Laghu Udyog Protsahan Yojana (MLUPY): Under this scheme, 8 percent interest subsidy on loans upto ₹25 lakh, 6 percent interest subsidy on loans upto ₹5 crore and 5 percent interest subsidy on loans upto ₹10 crore are being provided to small scale entrepreneurs for their expansion and modernization.

The Rajasthan Micro, Small and Medium Enterprises (Facilitation of Establishment and Operation) Act 2019- The Government of Rajasthan on 12th June, 2019 launched a web portal on which applications are filed. MSME unit is required to submit only a ‘Declaration of Intent’ electronically or physically to the nodal agency which issues an ‘Acknowledgment Certificate’ as per which an MSME unit is exempted from approvals and inspections under all state laws for 3 years from the date of issuance of the Acknowledgment Certificate. 

Mukhya Mantri Yuva Sambal Yojana: Under this scheme, an unemployment allowance worth ₹4,000 for males and ₹4,500 for females, transgenders and specially abled persons was being disbursed to eligible unemployed youth per month for a maximum of two years or till they get employed/self employed, whichever was earlier.

Rajasthan Jan-Aadhaar Yojana: The Jan-Aadhaar card has been made available for the effective implementation of the ideology of “One Number, One Card and One Identity”. 

Jan Suchna Portal: To provide information about all the schemes implemented by the government at one place in an accessible, transparent and reliable manner.

Mukhyamantri Kanyadan Yojana: Sahayog and Uphar Yojana have been replaced by Mukhyamantri Kanyadan Yojana. Under this scheme, girls are being benefited at different stages.

Silicosis Policy

Mukhya Mantri Ekal Nari Samman Pension Yojana- Widows, Divorced and Abandoned Women are being provided with pension.

Mukhya Mantri Old Age Samman Pension Yojana: Under Old Age Samman Pension Yojana, women aged 55 years and above & men aged 58 years and above are eligible for getting ₹750 per month. After the age of 75 years and above, the old age pensioners are eligible for getting ₹1,000 per month.

Mukhya Mantri Vishesh Yogyajan Samman Pension Yojana: The state government is providing a pension of ₹750 to ₹1,500 per month to the various specially abled persons.

PalanharYojana: This scheme aims to take care of those children whose both parents have either died, or they are serving life imprisonment or death sentence or the mother has died and the father is serving life imprisonment or vice versa.

Chief Minister Anuprati Coaching Scheme: Providing free coaching of various professional courses and competitive examinations.

Indira Gandhi Matritva Poshan Yojana: To reduce the incidence of low birth weight and debility at birth by improving the health and nutritional status of pregnant women and lactating mothers and children up to 3 years of age.

Kalibai Bheel Medhavi Chhatra Scooty Yojana: Under this scheme, girls who have passed Senior Secondary Examination conducted by RBSE with minimum 65 percent or CBSE with minimum 75 percent and annual family income up to ₹2.5 lakh are eligible. Along with this to apply for this scheme, the girls must be a regular student in any bachelor’s degree from a college in Rajasthan.

Devnarayan Chhatra Scooty Yojana: Girls belonging to the backward class of Rajasthan who have passed Senior Secondary Examination conducted by RBSE/ CBSE with 50 percent or more marks with annual family income up to ₹2.5 lakh are eligible.

Rajiv Gandhi Scholarship for Academic Excellence Scheme: Under this scheme, every year 200 meritorious students are sponsored to study in top 150 Universities/Institutions of the world.

Ghar-Ghar Aushadhi Yojana: To promote the conservation and propagation of medicinal plants of Tulsi, Giloy, Ashwagandha and Kalmegh, “Ghar-Ghar Aushadhi Yojana” was launched in Rajasthan on st 1 August, 2021 for distributing these medicinal plants door-to-door to each family of the state.

Mukhya Mantri Kisan Mitra Urja Yojana: The grant of ₹1,000 per month and maximum ₹12,000 per annum on electricity bills to metered agricultural consumers.

Full Industry Status to Tourism: In the State Budget 2022-23, Tourism and Hospitality sector has been accorded full benefits of Industry Status.

SKOCH Star of Governance Award 2022 was extended to the State of Rajasthan as one of the pioneers in the Housing Sector on 18 June, 2022.  

Rajasthan Best Employer Brand Award 2022 was conferred on RHB on 22 June, 2022 by World HRD Congress Jury, for its Human Resource Management blended into its business in innovative ways  

Rajasthan is the best performing state of the country in quick Redressal of Public Grievances under Good Governance Week – Prashashan Gaon ke or Abhiyan 2022. More than 23 lakh public grievances are redressed in 2022 in Rajasthan. 

Rajasthan is the best performing state of the country in disposing service delivery applications under Good Governance Week- Prashashan Gaon ke or Abhiyan 2022. More than 149 lakh service delivery applications had been disposed in 2022 in Rajasthan. 

Rajasthan Renewable Energy Corporation Limited (RRECL) has been selected for the Certificate of Merit by the Bureau of Energy Efficiency (BEE) in the State Performance Category in National Energy Conservation Award-2022.

Insurance coverage under Mukhyamantri Chiranjeevi Swasthya Bima Yojana will be increased up to 25 lacs.

Accidental insurance amount under Mukhyamantri Chiranjeevi Durghatna Bima Yojana will be increased to 10 lacs.

Marwar Medical University will be established in Jodhpur.

A Centre of excellence in Panchkarma will be established at Chaksu in Jaipur.

125 extra days per year employment Guarantee under MGNREGA scheme and Indira Gandhi urban employment current scheme.

Minimum pension of Rs 1000 per month for social security pensioners and it will be auto increased with 15% every year.

Mahatma Gandhi Divyang University will be established at Jodhpur.

Air cargo at Udaipur, Inland containers depot at Bikaner and Pachpadra – Barmer will be established for industrial development.

Major Announcements in Budget Debate reply on 16/2/2023

An expert committee will be constituted to prepare a better action plan and strategy for quality education in Mahatma Gandhi English Medium Schools.

Along with pre-school education, sports equipment will be provided in these schools by spending Rs 50 crore.

English language labs will be set up in schools and colleges at 358 block headquarters. Rs 20 crore will be spent on these and 50 thousand students will be benefited.

Defense Service Preparatory Institute will be established in each higher secondary school at the divisional level.

Center of Excellence for Non-Conventional Energy will be established in Polytechnic College, Jodhpur and Center of Excellence for Electric Vehicle in Polytechnic College, Jaipur.

Vocational certificate courses will be started in government colleges through various partners.

Five new ITIs and I-Start Innovation School Hub will be established in Bikaner in the state.

5,000 tourist friends will be made for the safety and assistance of tourists.

Rs 10 crore will be spent on the stadium and sports hostel in Baran and Rs 25 crore will be spent on construction of the wrestling academy and stadium in Rajsamand.

Announcement to form a task force under the Special Operation Group to take strict and quick action against organized mafia.

For leprosy-free people, the assistance amount will be Rs 2,500 per month, free travel facility will be available.

The Chief Minister excellence awards for public service will be given.

The posts of Naib Tehsildar, Nursing Superintendent etc. will be gazetted.

The number of 2,500 Rajiv Gandhi Yuva Mitras, working under the Rajiv Gandhi Yuva Corps program, will be increased to 5,000 to make the general public aware of the government’s welfare schemes and to take their problems to the government.
