9 new policies unveiled by Rajasthan Government
In a function organized in the Chief Minister’s Office, 9 new policies were unveiled to accelerate the all-round development of the state.
To accelerate the industrial development of the state, Rajasthan MSME Policy 2024, Rajasthan Export Promotion Policy-2024, Rajasthan One District One Product Policy 2024, Integrated Cluster Development Scheme, Rajasthan AVGC & XR Policy-2024, Rajasthan Tourism Unit Policy 2024, Rajasthan Integrated Clean Energy Policy 2024, Rajasthan Mineral Policy 2024 and Rajasthan M-Sand Policy 2024 were unveiled in the program.
One District-One Product Policy
This policy is being brought to promote the specific products and crafts of every district of the state.
This will provide financial assistance and integrated infrastructure to the producers, which will increase their capacity as well as income.
In this policy, margin money grant assistance of 25% or maximum Rs 15 lakh will be given to new micro enterprises and 15% or maximum Rs 20 lakh to small enterprises.
Under the ODOP policy, micro and small enterprises will be given grants up to Rs 5 lakh on advanced technology and software, reimbursement up to Rs 3 lakh on quality certification and IPR, assistance up to Rs 2 lakh for participating in marketing events, reimbursement of Rs 1 lakh per year for 2 years on e-commerce platform fees, one-time assistance of up to Rs 75 thousand for cataloguing and e-commerce website development.
Mineral Policy-2024
Mineral Policy-2024 will increase the share of the mineral sector in the state’s GDP.
This policy aims to create one crore jobs by the year 2046-47 and increase the annual revenue from the mineral sector to Rs 1 lakh crore.
This policy emphasizes on bringing transparency in gravel mining by developing a mineral directory and sand portal and simplifying the concession rules for minor minerals.
The target of three-fold revenue by the year 2029-30 and one lakh crore rupees by the year 2047.
Target of 50 lakh jobs by the year 2029-30 and one crore jobs by the year 2047.
Private participation in the exploration of mineral resources of Rajasthan.
Post Auction Facilitation cell for the cooperation of investors.
Auction of blocks with pre-embedded clearances.
Geo-fencing, RFID check post, GPS Vehicle tracking and drone survey to prevent revenue evasion.
Improvement in the process of permits and permissions for Ease of Doing Business.
Exemption in royalty payable on soil used in the manufacture of bricks by Awa-Kajava method.
Cluster Development Scheme
Productivity and quality of craftsmen and small industries will be improved through cluster based development in the state.
Raw material, training and product testing facilities will be provided by setting up Common Facility Centers.
Integrated Cluster Development Scheme is being brought to develop the enterprises working in the handicraft, handloom and MSME sector in the state by increasing their productivity, quality and efficiency and to develop them in line with the global market.
Assistance upto Rs. 50 lakh for training, marketing, quality certification etc. to handicrafts and handloom clusters, 8% interest subsidy on raw material depot operations, sales assistance upto Rs. 50 thousand for e-commerce, 90% (80% in non-RICO areas) subsidy for setting up of CFC costing Rs. 10 crore by clusters, and 60% or upto a maximum of Rs. 5 crore subsidy for industrial park on 10 acres of land in non-RICO areas.
M-Sand Policy-2024
This policy has been implemented to promote the use of M-Sand in place of mineral gravel in construction works.
This will reduce the construction cost along with environmental protection.
Provision has been made to give many types of concessions for setting up new M-Sand units in the state.
The requirement of 3 years of experience, net worth of Rs 3 crore and turnover of Rs 3 crore for setting up M-Sand unit has been abolished.
Export Promotion Policy-2024
The new policy will help exporters for documentation, technical up-gradation and participation in international events.
This will reduce logistics costs, which will boost exports and Rajasthan’s products will be able to make a mark at the global level.
The intention of the state government is to increase the state’s exports to Rs 1.50 lakh crore in the next 5 years. It has been approved keeping this goal in mind.
Many provisions have been made to promote exports in Rajasthan Export Promotion Policy-2024.
New entrepreneurs will also be encouraged to become exporters by running the Chief Minister Export Growth Campaign.
In this policy, exporters will be given assistance up to Rs 5 lakh on documentation, grant up to Rs 3 lakh on participation in international events, 75% reimbursement on certification, assistance up to Rs 50 lakh on technical upgradation, reimbursement up to Rs 2 lakh on e-commerce platform fees.
MSME Policy-2024
Through Rajasthan MSME Policy-2024, micro, small and medium enterprises of the state will get additional interest subsidy on loans, technical upgradation and quality certification.
This policy will enable local industries to compete in the global market.
It provides additional 2% interest subsidy on loan, assistance up to Rs 15 lakh on raising funds from SME Exchange, grant up to Rs 5 lakh on advanced technology and software, recharge assistance up to Rs 3 lakh on quality certification and IPR, grant up to Rs 1.5 lakh in events for marketing, recharge up to Rs 50 thousand on digital devices and recharge up to maximum Rs 50 thousand on e-commerce platform fees.
Integrated Clean Energy Policy 2024
This policy is being brought with the aim of making Rajasthan a leader in the field of clean energy.
Integrated Clean Energy Policy-2024 will promote solar energy, wind energy, green hydrogen and waste-to-energy projects.
The new policy aims to increase renewable energy capacity to 125 GW by 2030, promote floating, reservoir top and canal top solar power projects, include large hydropower projects including pump storage projects and small hydropower projects commissioned after March 8, 2019, and allow solar rooftop installation up to 80% of transformer capacity in net metering system.
The policy aims to promote biogas, bio CNG and set up Green Hydrogen Valley for 2000 KTPA green hydrogen production by the year 2030, and set up electrolyser manufacturing units of minimum 1 GW.
AVGC & XR Policy
This policy has been implemented to make the state a leader in the field of animation, gaming and extended reality.
This will encourage young talent and create new employment opportunities.
It provides for production grants to animation films, games and comics made in the state.
Startups and enterprises focusing on local culture and content creation will be given additional incentives.
Rajasthan Tourism Unit Policy-2024
Tourism Unit Policy-2024 includes 24 units like EcoTourism Unit, Film City, Heritage Restaurant, Hotel Housing, Indoor and Outdoor Play Zone, Integrated Tourism Village, Motel and WaySide Facilities, Resort Housing, Rural Tourism Unit and Tourism Start-ups.
Only 16 tourism units were defined in the old policy.
The new policy will promote private investment in the tourism sector and create employment opportunities.
In this policy, provision has been made for allotment of state land to tourism unit projects making a minimum new investment of Rs 100 crore.
